The roles of assessors and verifiers in supporting ākonga | learners
Assessors and verifiers play vital roles in guiding learners through the training and assessment process, each contributing uniquely to the learner’s journey.
The role of an assessor
Assessors evaluate the evidence provided by learners and verifiers to determine if the learner meets the required standard of competency. This evidence may include learners' answers to questions, workplace documents, and verification reports.
To become an assessor, you need either a relevant qualification in the area you’re assessing or equivalent industry knowledge and experience. Assessors must also register with us, and we’ll provide a ‘scope’ that defines the standards they are authorised to assess.
Assessors have specific responsibilities, including:
- Conducting at least one assessment every 18 months to remain active
- Reporting results within 60 days of completing an assessment
- Retaining learner assessments for two years and providing samples for moderation upon request.
The role of a verifier
Verifiers confirm that learners can consistently perform specific tasks to meet the required standard. They provide evidence to assessors, helping them determine the learner’s competency.
Verifiers observe and record a learner’s performance, particularly when assessors are unavailable. However, verifiers do not make decisions about competency or require registration. It is worth noting that one person can perform both roles as a verifier and an assessor, depending on the situation.
Together, assessors and verifiers ensure learners are supported and evaluated effectively, maintaining the integrity of the assessment process.

To help understand the context for the workplace relationship agreement, we recommend reading this short piece of guidance from NZQA on the implementation of the Pastoral Care Code in workplace learning settings.
